Find the Right Office
County Building Safety and Construction serves unincorporated areas and the LaVale Zoning District. For property in Barton, Cumberland, Frostburg, Lonaconing, Luke, Midland or Westernport, start with that municipality.
LaVale is not an incorporated town. Its zoning and utility arrangements still need to be checked separately. Postal addresses do not establish a property’s permitting or service jurisdiction.
Set Up Utilities and Care for Septic Systems
County utility service covers only portions of Allegany County. Cumberland, Frostburg, LaVale and other service areas have separate public system arrangements. Confirm both water and sewer for the exact property, since their providers may differ.
The county does not provide electricity, natural gas or cable service. Arrange those directly with the provider. Private well and septic records and approvals belong with the Health Department, not the county utility billing office.
Internet Access
Confirm available internet services using the exact address, particularly for mountain and rural properties. Ask about installation timing, upload speeds, equipment and the ongoing charge.
Allegany County Library System provides public computers and WiFi. Check branch policies and availability if you need temporary access while home service is arranged.
Recycling and Household Waste
Allegany County offers self service recycling and trash drop off options, but does not provide pickup. Check municipal collection, property manager arrangements or private hauling for your home.
Review the accepted materials and residential disposal requirements for the specific site before loading a vehicle. Not every drop off location accepts the same materials.
Owning & Improving a Home
Keep these resources close when you need property information, help caring for your home or a starting point for a project.
Find Property Records and Tax Bills
Use Maryland SDAT for the property’s account identifier, ownership and assessment. Keep deeds, plats, closing papers and prior approvals together.
The county Tax and Utility Office collects county and state taxes and certain municipal and special district charges. Ask which bills apply to your parcel rather than assuming the county bill includes every municipal charge.
Find Tax Information and Relief
Review Maryland’s Homestead Property Tax Credit and income based Homeowners’ Property Tax Credit as separate programs. Check current state eligibility, deadlines and application status.
Use the county Tax and Utility Office for local tax information, and confirm any municipal or special district obligations. Check that escrow payments have reached each correct account.
Plan a Renovation
Collect property boundaries, existing approvals and well or septic records before planning work. Ask about slopes, drainage, floodplain restrictions and historic district review that may affect a design.
Determine whether county or municipal rules govern the parcel. Confirm required approvals before ordering materials or relying on a contractor’s proposed start date.

Understand Permits and Inspections
Use the correct jurisdiction’s current permit page and online application links. County Planning and Zoning links to its application system, while Cumberland and Frostburg operate their own permit processes.
Confirm the full building, trade and site scope, inspection sequence and responsibility for scheduling. Retain final approvals with the property file.
Repair and Housing Assistance
Maryland’s Housing Rehabilitation Program provides financing for eligible owner occupants addressing critical health, safety and code issues. The state also lists Allegany County among participating Special Targeted Applicant Rehabilitation areas.
Contact the state program or its local administering agency to confirm current funding, eligible work and repayment obligations. These programs are not automatic grants and can secure financing against the property. Apply before committing to work.
Check a Contractor
Check the Maryland license appropriate to the proposed work and any separate trade credentials. Request insurance information, references and a written scope.
Agree on materials, payment stages, permits and inspection responsibilities. A contractor’s license does not replace county or municipal project approval.
